This is one in five of those selected for investigation and that number is miniscule. Why wouldn't criminals want to leave a place where crime doesn't pay to come to a place where shooting someone could yield a hundred bucks.

Maybe we should all invest in the companies that run the prison systems. It will be a growing industry!
