States: 'Blindsided' by plan to shift costs of 'uninsurables' to them under ObamaCare

What kind of BS is this!!  Obamacare should have been declared void four years ago on the basis that "no one read it"!!    Our law makers have an obligation to KNOW what they're voting for!  Dereliction of Duty in my book!
